The final act begins after [[Shannon]] and the group have hauled the contents of [[Conway]]'s truck to the top of the [[Silo of Late Reflections]], which turns out to be a well at the center of an effigy mound in a small [[town]], in which is located [[5 Dogwood Drive]]. The house at the address stands new and pristine (albeit without two walls), though the remaining town has been washed away by a flash flood that occurred the night prior during the cast's underground travels on the {{ZeroLink}} and the [[Echo River]]. The travelers meet and converse with the residents of the town, and learn about its history and landmarks, including a graveyard, a library, a waffle restaurant, a hangar and airstrip, and a [[WEVP-TV|public-access television station]]. Both the travelers and the residents weigh whether they will try to stay and rebuild the community, or leave in hopes of better lives. One of the residents, [[Ron]], digs a grave to bury "The Neighbors," two horses that were fixtures of town life and who died in the flood. An impromptu ceremony is held in honor of the horses; town resident [[Nikki]] reads a poem, and [[Emily]] sings a song, "[[I'm Going That Way]]." The [[5 Dogwood Drive#Appearance|final view]] is of Shannon and the group having moved the items from Conway's truck into 5 Dogwood Drive, completing his delivery, and gathering in the house.

WEVP-TV was started by the [[Consolidated Power Company]], who initially used it to broadcast security footage of the woods. They later broadcasted company training videos and propaganda.

Some time after the [[Out-of-Towner]]'s death, the station was fully handed over to the community, funded by a court-ordered grant from Consolidated. WEVP's studio included the set for ''The Evening Broadcast'', a projector setup for [[Elmo]]'s weather report, the Video Data Bank, a few cameras, a control board, a [[wikipedia:Sandin Image Processor|Sandin Image Processor]], a cork board, a chalkboard, a couch, and a coffee table.

By Rita's estimation, the studio had eight thousand, one hundred and ninety-two broadcasts. Its final broadcast was [[Weaver]]'s hijacked message to Shannon.

The station is destroyed shortly after the events of ''Un Pueblo de Nada''. On the morning of [[Act V]], its remains can be found next door to [[5 Dogwood Drive]]. More than half the roof has collapsed in, destroying the Video Data Bank. Emily picks through its remains to salvage surviving video tapes and equipment.

Hermit crabs congregate along the edges of the dock during [[Will]]'s organ performance. Many have repurposed office supplies as shells.

A '''town''' with no roads leading to or from it is located above the [[Silo of Late Reflections]] mail stop along the [[Echo River]]. It is the location of [[5 Dogwood Drive]] and the [[WEVP-TV]] station, and is surrounded by a forest. [[The Seer]]'s [[earthwork path]] is a recognizable landmark which encircles the hole leading to the Silo.

The town has been inhabited by several generations, the first settlers being the [[Pueblo de Nada]]. It was also in the grip of the [[Consolidated Power Company]] for a certain amount of time. The town was home to the horses known as "[[the Neighbors]]" and to the [[Out-of-Towner]]. Bears also previously lived in the town, around the time workers from the [[Consolidated Power Company]] operated in it, before moving to the [[Bureau of Reclaimed Spaces]]. The town is presently inhabited by the presence of ghosts, memories of its past.
